Please follow these steps to troubleshoot it:
1 - Verify if your Resource Center is active and if its Page Targeting rules are valid for the current URL you're visiting.
2 - Confirm if you have selected the right Segmentation and Container.
3 - Ensure there aren't two or more Resource Centers targeted to the same URL.
4 - Make sure that you have published changes from your Panel and that your MAU quota has not been exceeded.
5 - Try running the Troubleshooter on the URL where it should be visible. If the Troubleshooter does not run, check your UserGuiding installation.
6 - Finally, if none work, try clearing your browser cache and flushing your DNS.
